What OS are you running, and which version? I just set it up on RH9, and I 
also had the problem, that the testfiles never worked for me. I left the 
config files in the spamassassin directory, and found that it does 
actually work up to some point for me. 

What I did have to install to make it work (except for the tests, which 
don't) was libungif-progs
