That's the wrong way to do it.  That directory is where spamassassin  
stores the distribution file from the release version.

sa-update uses a different directory structure (/var/lib/ 
spamassassin) and SA reads from both sets of directories.

Just remove the --updatedir from your invocation line and you'll find  
that it works properly.
