Cami's policyd can do ip-based rate limiting or 
blacklisting similar to what you ask for (it does a lot of 
other stuff too if wanted).  Requires postfix 2.1 or 
newer.  Some firewalls also can be programmed with 
something like this.
If neither of those solutions work for you, a fairly simple 
perl logwatcher can do this.
