Ah, I just saw Noel's comment confirming this theory. It's been a
long time since I did anything with "lharc" - which I think is what
used this format - but if I remember right, one of the things it could
do was create an LZ-compressed self-extracting DOS executable. This
may be why file classifies it as "executable", in order to err on the
side of safety.
