Does the mail eventually get through on the next attempt? Does the problem occur frequently? Every time? "Cannot add or update a child row: a foreign key constraint fails" means that a record into a msgs (child) table could not be inserted, because the parent table maddr did not (or: no longer) contained a corresponding sender id. It shouldn't be happening under normal circumstances, but perhaps a database cleanup operation was underway at the time, or perhaps some index was corrupted.
