Perhaps you have access to some server which can gateway an e-mail to a SMS - that would probably be the easiest solution. Otherwise you may need to find a hardware and software solution to interface with a GSM telephone (and pay the SMS sending fee). If mail for such user is delivered to a local mailbox, perhaps you can use procmail.
