Now that I think about it, probably the permit_mynetworks
should follow the 'check_client_access ...filter-mynets.cidr'
to stop further search, otherwise the reject_unauth_destination
would block outbound mail with no sasl.

I once thought the FILTER would also stop the search,
but it doesn't.
