Seems to be a known TB bug, first reported on 2004-08:
  Bug 254149 – Bad codification of the 'Receipt Notification' subject

It wouldn't hurt to add a comment to that bug report,
stating the latest version of TB with the bug.

It is not a 'banned' message, but is a 'bad header message'.
The $final_bad_header_destiny is D_PASS by default.
