If _all_ primary scanners fail (e.g. _both_ sophie and clamd,
regardless of pseudo scanners like jpeg scanner),
then _all_ backup run (e.g. _both_ sweep and clamscan).

I don't think your proposed change is worth implementing,
too much change for too little benefit.
