For timestamps on log entries it is the syslogd daemon that is
prepending them, not amavisd - so amavisd has no control over it.

For a Date header field in notifications, the RFC 2822 timestamp
format is used (hardwired in more recent versions of amavisd,
regardless of the Date in a notification template). This format
is a local time (not UTC), with a time zone. I don't know why
you are seeing UTC times, perhaps amavisd is running chrooted
and the time zone is not configured correctly in a chroot jail.
