If Amavis is being used in an after the message has been accepted, it is too late to reject, since your MSA/MTA has already accepted the message and the SMTP dialog is complete. Your only option here is to bounce, or configure your MSA/MTA to reject. If Amavis is used in a before-queue fashion, you can reject. What is your setup ?
