  That's the preferred way of stating in SPF that no mail is ever
emitted from this domain and therefore all mail from "@ibm.com" may
safely be discarded.  As noted, it may make good sense when all
legitimate mail comes from subdomains; also when there's a domain that
is only used for web purposes, for instance.

  It's actually one of the more useful statements in SPF.
