No, it is a freshly reported bug, introduced in 2.4.1. The fix is not yet in any released version. The provided patch was for 2.5.3. With some fudge it may apply to earlier versions as well. It will be fixed in 2.6.0. By itself it is not serious enough to warrant a 2.5.4, so unless something more sinister pops up, there are currently no plans for 2.5.4.
