It is a subroutine in amavisd:

$ grep -A5 'sub check_header_validity' /usr/local/sbin/amavisd
sub check_header_validity($$) {
   my($conn, $msginfo) = @_;
   local($1,$2,$3); my($curr_head); my(@bad); my($minor_badh_category) = 0;
   my(%field_head_counts);
   my($allowed_tests) = cr('allowed_header_tests');
   my(%t) = !ref($allowed_tests) ? () : %$allowed_tests;
...
