Paolo, Conclusions by Thomas are correct. For SQL-based quarantine, any amavisd server with access to a database can release a message. For file based quarantine, obvioulsy the amavisd server needs access to a file on which a message is stored, so (unless common storage like NFS is used) the correct server would need to be contacted with a release request.
