Not in amavisd.conf ;)

RBL checks are done by spamassassin.

Main spamassassin configuration is kept in /etc/mail/spamassassin/local.cf.

It can be overridden by a user file.
This was my case, I had rbl checks disabled in 
/var/lib/amavis/.spamassassin/user_prefs, but it took me some time 
before I learnt that this file exists...
