No. Policy banks affect a message as a whole and should only be chosen based on some common property of a message, e.g. a clients IP address, authentication, sender, size, ..., but not on some per-recipient property, because message may have multiple recipients. For per-recipient settings use @*_maps lookups, which can properly deal with by-recipient settings even in multi-recipient messages. To select between reject(bounce,discard) and tag-and-deliver, use either @spam_lovers_maps or use per-recipient kill levels through @spam_kill_level_maps.
