'amavisd debug-sa' should produce the same SA logging as the
command-line spamassassin running as user vscan/amavis, as
suggested by Daniel.

To see which directory for rules is being used,
pay attention to log lines such as:
  SA dbg: config: using ... for ...
  SA dbg: config: read file ...
