Indeed. The @banned_files_lovers_maps serves to allow messages
with banned parts to be received on a per-recipient basis.
There is also the @banned_filename_maps, which allows for
different sets of banning rules to be applied on a per-recipient
basis - see release notes.

There are no straight mechanisms to whitelist banning checks
on a per-SENDER basis, because sender address cannot be trusted.
When a sender validity can be ensured by a valid DKIM signature,
it is possible to load a more permissive policy bank through a 
@author_to_policy_bank_maps mechanism, or based on a client's
IP address.
