I thought that changes made to start-stop-daemon may have possibly resulted in this issue, but after downgrading dpkg (of which start-stop-daemon is a component) to the same version that is on Ubuntu Maverick 10.10 (which does not exhibit the problem), the issue remains. -- Gary V
