That was the answer though it's the other way around, the more specific policy 
needs an entry in the user table with a higher priority.

I tried that but then [email protected] gets the policy applied to him
rather than the more specific one I wanted applied.  Can I apply a specific 
policy 
to a user in a domain this way that overrides the policy for the rest of the 
domain?
