spam_quarantine_cutoff_level_maps and reports

I have a spam_quarantine_cutoff_level_maps setup with domains and their 
respective cutoff scores. Unfortunately my users quarantine spam 
accounts are still receiving spam reports when the message is discarded. 
Isnt this the point of the cutoff level is pretty much completely 
discard these high score spams with no reports at all? If not, what do I 
need to change to stop these reports? I think I am running amavisd-new 
2.6.5.
