Verifiy what SELinux permits or in your case denies. Look into the audit.log for AVCs or use aureport

Can someone suggest me what's the issue here?, I am unable to understand . 
Please help.

It is what the message says: amavis isn't permitted to talk to the TCP socket on localhost and port 10030.
