White/Blacklist affects ip_repuation

When a user white/blacklists a sender, the IP reputation done by amavis 
is affected.

I'm not sure that's intended?
This basically means if one user blacklists a sender, the reputation of 
that sender-IP is altered for all users, and visa-versa with whitelist.

Thoughts?
