razor2 is a SpamAssassin module. You need to debug SpamAssasin to find out
what causes the error.

FWIW I am also seeing the same error in the last couple of days. Some
problems with razor servers? Razor is hosted at
http://razor.sourceforge.net/ and there is a user group (but v v
quiet).
I see this problem on a few servers for last two days.
it only hits sometimes:
uhlar@fantomas% razor-admin -discover
uhlar@fantomas% razor-admin -discover
uhlar@fantomas% razor-admin -discover
nextserver: Bootstrap discovery failed. Giving up.
Exit 2
uhlar@fantomas%
when tracing the problem (tcpdump/wireshark), it looks that sometimes the
client received empty list of servers.
the only solution I see is to report to the group.
