Since metric categories can be an arbitrary list, having them grouped together
under a "metrics" collection at least makes it easier to say: give me the
metrics collection, then iterate thru them to list out all the categories.
Otherwise, I have to take the whole json and iterate and say ignore href, and
component and host and HostRoles,etc
