The problem is the backend where there are multiple (3?) checks made when
status changes, and each of them updates the time when state changed (instead
of leaving it along to the first time state changed). Due to this, and the
interval of alert updates, the message keeps jumping between <1minute to
>1minute.
Since this is just in the UI, a fix was introduced to make message for <1minute
to be the same as >1minute.
