Provide consistent error responses for all requests for invalid resources.
Currently, if an invalid resource name is specified, the 404 response comes
from Jersey/Apache, not from the API so, it is not consistent with the other
API exceptions.
Need to add a "catch all" resource handler to generate the proper exception.
