Ambari currently, supports only agent level actions. There is a need to server
level action that allows the server to execute some task as part of a request.
Some sample requirements are:
* Record the current state of the cluster after upgrade
* Evaluate cumulative result of several stages
* Add stages based on the outcome of previous stages
This feature can be added in phases across several releases. The immediate need
is to update cluster stack version after upgrade is complete.
