After click on add exception button, there is no obvious instruction to tell
the user to click on "0 hosts" to select hosts to apply exceptions to.
If the user always has to click on "0 hosts", it might be better if we
immediately popped up the host selection window and have the user select the
hosts. This way, user interaction is more direct and intuitive.
