Fix For: 1.3.0
Upgrade should check if another upgrade command is active and fail the latest
command. This is necessary as upgrade is designed to create the whole stage
independent of the current state of the components. This is an expensive
operations for large clusters.
Also, upgrade should fail if a MASTER component has not stopped yet.
