Steps to reproduce:
1. Install hadoop
2. perform
ambari-server stop
ambari-server reset
ambari-server start
3. install hadoop
Result:
Start All Services is successful, but Nagios state is depicted as red and Start
button available. All following "Start Nagios" operations are successful but
don't change anything.
