In case of silent setup, ambari-server.py starts postgres server daemon, waits
20 seconds and returns a retcode of the operation. retcode==0 doesn't guarantee
that posgres is completely up and ready to recieve connections, this only means
that the daemon's start was initiated successfully.
ambari-server.py should make several attempts to connect to the DB server
