    Description: 
To reproduce, trigger a service operation. While it is running, close the BG 
Ops popup.
Wait until all the tasks are finished (the gray badge next to the cluster name 
goes to 0).
Click on the 0. The progress % is the same as when the popup was closed, but 
when you click on the request, all the tasks are shown as 100%. Leaving the 
popup open for several seconds on the list of requests, the request progress 
automatically catches up to 100%.

This was tested on hash fd45f823480bdf5738456738d8403f6a6e75078d, after the BG 
perf fix AMBARI-3270.
Not sure if AMBARI-3270 caused this, or some earlier patch.
