Get rid of "desired_stack_id", "desired_state", "ha_status", "stack_id",
"state", "configs", "desired_configs" properties from "HostRoles", since we
need them only on initial load.
Eliminate "components/ServiceComponentInfo" parameter so "state",
"desired_configs" porperties from "ServiceComponentInfo".
Request "actual_configs" property of each hostComponent, depending on
HostOverrides support.
