Proposal for creating branch and changing versions (AMBER-39/40)

Hi all,
just to finalize AMBER-39 and AMBER-40 I'd like to propose the following
plan:
- version all the poms of the current trunk to 0.10-incubating-SNAPSHOT
- move the trunk to a branch 0.10
- change the trunk poms versions' to 0.22
Apply all the changes for OAuth 0.22 specification version as we already
have some issues and patches.
What do you think?
