It’s not either-or.  

Yes, CMB and local methods interact together very nicely.  If we did local 
methods, we would surely want CMB for them.  But, the two are orthogonal; we 
could do either, or both, in either order.  CMB without local methods has more 
leverage than local methods without CMB, so if we were to do both, the natural 
order is CMB first (which is, not accidentally, why I proposed it first.)  

Conversely, it we did local methods with CMB, it would be kind of rude to not 
allow CMB on non-local methods as well.
