The regCP_MEC_RS64_CNTL seems to be a global register rather than per-queue
register, so here we can remove the
queue select both here and some other similar places. Meanwhile,
gfx_v11_0_clear_hqds_on_mec_pipe() is necessary to select the
queue first, but need to unselect the queue at the end of queue setting.
