[Why & How]
CONFIG_DRM_AMD_DC_DCN is used by pass the compilation failures, but DC
code should be OS-agnostic.

This patch fixes it by removing unnecessasry CONFIG_DRM_AMD_DC_DCN
guards for #if-#else clause.
