In its current implementation, the FS UserAdmin bundle is part of the core and
even of the release, but it cannot be used as it will not be picked up by the
Pax UserAdmin. The reason for this is that no property
"org.ops4j.pax.useradmin.storageprovider.type" is set on the interface in the
Activator, which is required.
I would think that in the end this bundle would be the default, which can be
replaced by the cassandra bundle.
