The '-fs' services shouldn't show up if you run an out-of-the-box devserver,
since those are not deployed there.
The course service seems to be linked to the Config Template handler, since
that claims the configuration by using the getConfiguration(String) method
instead of getConfiguration(String, String), see
ConfigTemplateManagerImpl.java:238.
