It seems that this is a known issue in Shindig 2.0.2. See for example these

Unfortunately, in most documentation you find regarding the UserPrefs issue, 
the documentation refers to a 'gadgets.js', which does not exist in 2.0.2 
anymore. I guess it did exist in 1.1 and replaced with shindig-container.js in 
2.0.2.
