Notes after offline discussion with arthurm:

1) If tenants are configuration they should be read only and there should be no 
CUD API
2) If there is no local CUD on tenants there is no need for storages and or 
caches at all.
3) With the current implementation, honoring point 1,an in memory storage is 
safe and the cache can be removed.
4) An improvement issues should address removing the CUD api and storage 
altogether
5) An additional consideration could be moving from the proprietary API to 
UserAdmin altogether (to be pondered upon)
