To resolve this issue and AMDATUOPENSOCIAL-45, this needs to be done:

- The gadget store must be separated into an internal and external gadget 
store. The internal gadget store represents gadgets registered whiteboard style 
and the external gadget store represents gadgets added to the store by users 
from the opensocial dashboard.
- Both stores must become fully multi-tenant, meaning that also the OAuthStore 
of Shindig must be made multi-tenant
- It should not be possible to remove categories created from whiteboard style 
registered gadgets. Since there seems to be no real use case to create custom 
categories for external gadgets and there is no UI for CRUD operations on 
categories, for now it is better to define categories to be read-only and 
determined by internal gadgets. Furthermore, all external gadgets are assigned 
automatically to the third-party category.
