Edit fields for userpreferences are not shown when gadget is on a local machine

When I register the CNN gadget
(http://gxdeveloperweb-redactie.devel.gx.nl/bc_interactiontypes/cnn2.xml) and I
add the CNN gadget to my dashboard, I get the ability to enter the number of
news articles which are shown in the gadget. This is a userpreference defined
in the gadget.
When I copy this gadget to my machine and let for example Apache HTTPd serve
that XML, and I register the CNN gadget from my machine, the user preferences
are NOT shown.
