The jQuery javascript files should not have its version in the file name

Currently the version name of these javascript files are included in the file
name. This is a good thing from the perspective of clearity and caching, but it
is very unpractical when a new version is released; all gadgets will need an
update in that case.
After consulting with Ivo on this, we decided the version number should not be
included in the file name.
I have attached a 'fix' which includes the js files without the version number
and a new version of dashboard.jsp, using these unversioned files instead.
