Splitting of Constants from service interfaces leads to many Constants classes
and possibly arbitrary/clumsy names such as "ParameterTenantResolverConstants".
We propose to simply stick with "Constants" which makes sense for IDE support.
Only downside is that when developers need multiple Constants in one class the
must use FQN.
