Please read the latest design for multi-tenancy. It specifically mentions that
there is no such thing as a "cluster" where all instances share the same tenant
identity. In fact, tenants have an identity that is globally unique. Therefore,
even if you consider this a bug right now, this will change again as soon as
all Amdatu subprojects move to the 0.3.0 release of the Amdatu Platform.
