The Felix ConfigAdmin 1.2.8 (lastest release) has some serious race conditions
that typically show up during service stop/start. In combination with
multi-tenancy and itests this regularly breaks stuff.
FELIX-2813 seems to address most of this, but we can not use a snapshot because
it depends on the CM 1.4 api. This we must created a patched 1.2.8 with
attached patch.
