Some issues here:
1) MA does not resolve to its own exports

2) Autoconf still has "*;managementagent=true" which it should not have.
3) The local dependency on the ma in core/itest/tests/pom.xml will not be
inherited by for example web/itest. As ACE is also not available I reverted it
for now. See the core/itest/pom.xml for doc/format on adding deps.
As 1 blocks resolving of the MA fixing 2 will still not resolve. Therefore I
disabled the import attributes for now:
